The FCC's Office of Managing Director has proposed a Universal Service Fund contribution factor of 42.0% for the fourth quarter of 2026, Benton reported on September 14. Broadband Breakfast noted on September 15 that this is a record high for the second straight quarter. The factor is the percentage of interstate and international voice revenues that telecom providers pay into the fund, which supports rural networks and discounts for low-income households, schools, libraries and rural health care. The FCC applied $69 million in unused funds to Schools and Libraries demand and $56 million to Rural Health Care demand, which kept the factor below what USAC filings would otherwise have produced.
Carriers generally pass USF charges through to customers as a line item. For businesses with significant voice spending, including traditional phone lines, SIP trunks, toll-free numbers and some hosted voice services, that line item can be a noticeable share of the bill, and it rises when the factor rises.
Pull a recent invoice from each voice provider and find the Federal Universal Service charge. Ask how the provider calculates it, which services it applies to, and whether it uses a safe-harbor percentage or actual interstate traffic. If you still pay for analog lines or older voice circuits you barely use, this is another reason to clean them up. When comparing voice proposals, compare the total with taxes and regulatory fees, not just the base price, since providers handle these charges differently.
